Electrical and electronic equipment must perform quality inspection ( QCVN9: 2012 / BKHCN)

LEGAL BASIS

Pursuant to Circular No. 11/2012 / TT-BKHCN dated April 12, 2012 Issuing ” National Technical Standards on electromagnetic compatibility of electric equipment and electronic appliances and other similar purposes (QCVN 9:2012/BKHCN)”

Pursuant to Decision No. 3482 / QD-BKHCN dated December 8, 2017 on “Announcing the List of Imported Goods subject to quality inspection according to national technical regulations before customs clearance falls under the management responsibility of Science and technology”

Currently there are 7 items (with code HS code) required to perform quality inspection according to QCVN9: 2012 / BKHCN, including:

How to make quality inspection of quality inspection according to national technical regulations :

Process for the first time of import:

  • When goods arrive at the port → register for Quality Inspection (KTCL) at the Department of Standards, Metrology and Quality in the Province / City where the declaration is opened.
  • In cases where goods must be tested for energy efficiency, they must attach a written commitment to submit test results of energy efficiency within 30 days to bring goods to preservation warehouses.
  • In case the goods do not have to be tested for Energy Performance, just submit the quality inspection registration to make customs clearance
  • After taking the goods to storage, take samples to carry out electronic compatibility test (EMC) in Quatest 1 or Quatest 3 and issue a certificate of conformity to be stamped with conformity (CR). Certificate of conformity is valid for 3 years.
  • Certificate of conformity with the dossier including the User’s Guide, the list of the main equipment and components constituting the product, catalog, photos…are submitted to agency at the place of registration of the quality inspection to be dispatched confirmation of quality of imported goods by General Department of Standards, Metrology and Quality.
  • Confirmation of quality of imported goods by General Department of Standards, Metrology and Quality and the test results of the energy efficiency (if any) shall be submitted to the Customs for customs clearance.

Procedure for the next import:

  • Register the quality inspection together with the conformity certificate enclosed with the dossier including the User’s Guide, the list of key components and components made up to the product, catalog, photos, .. at the place where the place is registered to issue confirmation of quality of imported goods.
  • Confirmation of quality of imported goods by General Department of Standards, Metrology and Quality and the test results of the energy efficiency (if any) shall be submitted to the Customs for customs clearance.
NOTE :

Because the certificate of validity is valid for 3 years, the cost of EMC testing is very high, at least 15 million VND / model and requires labels, the records must be very standard and synchronized with what has been registered for quality inspection and declare on the declaration. Correcting registration for quality inspection is difficult, so:

  • Item name must be correct by name in this category.
  • Other information must match the actual label because Quatest 1 and Quatest 3 issue a valid certificate based on the information of the label.
