Amending the Decision to apply safeguard measures against billets of steel and long steel imported into Vietnam

02 countries are excluded from list of countries exempting from application of safeguard measures against billets of steel and imported long steel.

Decision 1482 / QD-BCT of the Ministry of Industry and Trade on amending and supplementing Decision No. 4086 / QD-BCT dated October 30, 2018 of the Minister of Industry and Trade  on the results of the mid-term review of the application of safeguard measures against billets of steel and imported long steel.

02 countries are excluded from list of countries exempting from application of safeguard measures against billets of steel and imported long steel.

Specifically, Decision 1482 / QD-BCT 2019 amending and supplementing the Appendix of Notice of list of countries / territories excluding the application of safeguard measures (attached with Decision 4086 / QD-BCT), specifically as follows:

First, Malaysia and Kazakhstan are out of the list of countries / territories excluding from safeguard measures against billets of steel.

Secondly, the list of countries / territories excluding  from safeguard measures for imported long steel shall be kept..

This decision takes effect from June 13, 2019.

Summary of Decision 4086 / QD-BCT:

Ministry of Industry and Trade decided to maintain the application of safeguard against billets of steel and long steel imported into Vietnam from different countries and territories through Decision No. 4086 / QD-BCT, dated 30 October 10, 2018.

Accordingly, safeguard measures will be maintained for billets of steel and imported long steel with HS codes 7207.11.00; 7207.19.00; 7207.20.29; 7207.20.99; 7224.90.00; 7213.10.00; 7213.91.20; 7214.20.31; 7214.20.41; 7227.90.00; 7228.30.10; và 9811.00.00.

Specifically, the safeguard tax rate is maintained as follows:

          From March 22, 2018 – March 21, 2019, with long steel of 12.4%, steel billet of 19.3%;

          From 22/3 / 2019- 21 / 3/2020, with long steel is 10.9% and steel billet and 17.3%.

          From March 22, 2020, tariffs on billet and long steel will be 0% if not extended.
