Nearly 3,000 tons of high-quality imported painted steel of SAMSUNG are exempted from safeguard measures

The Ministry of Industry and Trade has just issued a decision to supplement the exemption from applying safeguard measures to prepainted coated metal (PCM) and Vinyl Coated metal( VCM) imported by Samsung HCMC CE Complex Electronics Company (Samsung Company) with an additional volume of 2,974 tons in 2019. The time is effective from April 12, 2019 to December 31, 2019.

On May 31, 2017, the Ministry of Industry and Trade issued Decision 1931 / QD-BCT on on the application of safeguard measures against imported painted steel products imported into Vietnam from various countries/regions (case number SG05)

On February 1, 2019, the Ministry of Industry and Trade issued Decision 268 / QD-BCT on the exemption of application of safeguard measures for for high-quality imported painted steel  of Samsung Electronics  HCMC CE Complex Co., Ltd. (Samsung Company) in 2019. The exemption amount is 7,213 tons.

On April 12, 2019, the Department of Trade Protection (PVTM) received a request from Samsung Company to supplement the exemption quota to apply safeguard measures for high-quality imported painted steel  in 2019 .

On the basis of appraising documents according to regulations, on May 23, 2019, the Ministry of Industry and Trade issued Decision 1387 / QD-BCT on supplementing the exemption of application of safeguard measures to Samsung Company with PCM products, VCM product has HS code 7210.70.11, 7210.70.19, 7212.40.12, 7212.40.19 with a volume of 2,974 tons (Two thousand nine hundred and seventy-four tons) in 2019 (the effective time from April 12, 2019 to December 31, 2019).

According to Article 16 of Circular 06/2018 / TT-BCT, Every 06 months within the exclusion period, the organization or individual that is exempted from trade remedies is required to submit reports on the import of products excluded from trade remedies and its compliance with terms and obligations of exclusion to the investigating authority.
