Ministry of Industry and Trade has issued Circular No. 07/2019 / TT-BCT regulating textile and garment exports to Mexico under the Comprehensive Partnership and Trans-Pacific Partnership Agreement (CPTPP).
In order to carry out the reform of administrative procedures, abolishing the application mechanism, maximizing the convenience of textile and garment export activities according to CPTPP, granting export certificates according to tariff quotas for export textiles and garments to Mexico under CPTPP is stipulated as follows:
Issuance of automatic export certificate for traders by way of deduction of tariff quota on electronic systems and according to the principle ” First submit, First granted” until tariff quota is fully allocated.
Issuing export certificate when the trader has exported the shipment. Under this mechanism, traders must regularly check and monitor tariff quotas on electronic systems to submit dossiers of registration for export certificates.
In addition, the Circular stipulates that traders who export textiles and garments to Mexico under CPTPP (including exporters under tariff quotas and export traders who do not follow tariff quotas) must register information with Ministry of Industry and Trade to implement the mechanism of monitoring textile and garment exports to Mexico under CPTPP.
The Circular takes effect from June 20, 2019.
