GUIDING THE PROCESS OF INSPECTING QUALITY OF IMPORT GOODS UNDER MANAGEMENT OF THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS

Legal grounds:

– Circular No. 22/2018 / TT-BLDTBXH dated 06/12/2018 on the List of products and goods likely to cause unsafety under the state management responsibility of the Ministry of Labor – Trade Military and Social.

 + For items from item 1-2 and No. 13-18 under the appendix of Circular 22/2018 / TT-BLĐTBXH will be under the management of the Department of Labor Safety.

+ For items from item 3-12 according to the appendix under the management of DOLISA. – Circular No. 26/2018 / TT-BLDTBXH dated 25/12/2018 providing for the Management of product and goods quality likely to cause unsafety under the state management responsibility of the Ministry of Labor – Invalids and Society.

Basic process:

Register quality inspection records at the Department of Labor Safety / Labor, Invalids and Social Affairs —> Submit the receipt in the Customs Declaration Document to temporarily release the goods to the storage warehouse —> Register the certificate suitably at the designated inspection agencies of the Ministry of Labor, Invalids and Social Affairs —-> Obtaining a notice of quality inspection + a certificate of COMPLIANCE submitted additional to the Department of Labor, Invalids and Social Affairs is completing the customs clearance of import shipment.

A dossier of quality inspection comprises:

 1. Registration form for quality inspection.

2. Contract.

 3. Invoice.

4. Bill of lading.

5. Quality certification (CQ)

 6. Certificate of origin (CO)

7. Technical dossier (for machinery and equipment)

8. Test report.

 9. Packing list.

 10. Photos or descriptions of goods.

11. Declaration of imported goods.

12. CFS.

13. Certificate of Conformity

Product / goods: 1. Elevator and elevator safety parts. 2. Escalator, passenger conveyor and safety parts. 3. Industrial safety hats. 4. Anti-radiation, infrared, radiation, radiation, welding glasses, welding masks. 5. Face masks, masks and semi-dust masks – filter toxic gas. 6. Labor protection gloves against punctures, cuts, fire, insulators and chemicals. 7. Puncture-resistant shoes, cuts, bumps, chemicals, insulated boots. 8. Safety belt and personal fall protection system ….
